Revised in 1997 as per the resolutions made at CIPC General Assembly held in Graz, Austria in 1996.
PURPOSE: The regulations are set to register records of pipe smoking competition held under the supervision of CIPC to set the WORLD Record, EUROPEAN Record, ASIAN Record and AMERICAN Record.
Articals:
- CIPC (Comite International des Pipe Clubs) is responsible for making an official registration of international records. Only the records accepted and registered with CIPC can be called a WORLD Record, an EUROPEAN Record, an ASIAN Record or an AMERICAN Record.
- Records to be registered with CIPC are the new records achieved by individual smokers at a World Championship, an European Championship, an Asian Championship, an American Championship and National Championships or Regional Competitions held at each member country of CIPC.
- Registration of the record will be accepted only when the competition, in which it is achieved, complies with all the conditions and requisitions set hereunder.
- The CIPC Regulations for National & International Pipe Smoking Championship are to be applied and the competition must be held under the supervision of CIPC.
- The supervision of CIPC here means that:
- International Championships (World, European, Asian and American)
At least one of the CIPC Board Members (President, Vice Presidents and Secretary General) must be present as the President of Jury. - National Championships
Either one of the CIPC Board Members or the President of the National Federation must be present as the President of the Jury. - Regional Competitions
Either the President of National Federation or his/her deputy must be present as the President of the Jury. - Deputy
A CIPC Board Member or the National President who is responsible for supervising the championship or the competition can give a written authorization to a deputy who, on behalf of him/her, will take the responsibility as the President of the Jury. Such a written authorization must be given to the organizer before the competition starts.
- International Championships (World, European, Asian and American)
- a) International Championships (World, European, Asian and American) must be held by CIPC and at least two (2) member countries of CIPC must participate in the championship.
b) National Championships must be held by the National Federation belonging to CIPC and at least two (2) member clubs of the national federation must participate in the championship. Regional Competitions are held for a province or a district of each member country of CIPC and at least two (2) member clubs of the national federation must participate in it. - An official report of the examination of tobacco weight in accordance with the CIPC Regulations for National and International Pipe Smoking Championship must be made.
- A request to register a new record is to be made in writing by the President of the National Federation to the President of CIPC within two (2) weeks after the championship in which the new record was achieved. This request must be accompanied with the following documents:
1) An official report of the tobacco weight as per the Form A.
2) An official report of the time to be registered as per the Form B.
3) A written authorization for deputy when applicable.
All these documents must bear the signature as requested in the forms. - The Board of CIPC (President, Vice Presidents, and Secretary General) will decide if the record is accepted or not.
- Within thirty (30) days after the receipt of the request, the President of CIPC will inform the CIPC decision in writing to the applicant.
- a) The Secretary General of CIPC is responsible to keep all up-dated recordings of registration for WORLD Record, EUROPEAN Record, ASIAN Record and AMERICAN Record.
b) After acceptance and registration of each new record, the Secretary General of CIPC will issue a report to all member countries within three (3) months informing the new record and the most up-dated WORLD Record, EUROPEAN Record, ASIAN Record and AMERICAN Record.
